The monthly snowfall split here is the single most useful scheduling fact in the region. At the Warren station, the 1991 to 2020 normals record 0.8 inches of snow in November, 6.5 inches in December and 9.6 inches in January, against 27.9 inches for the whole season. November is nearly dry.

December is eight times snowier than November. That is not a gradual transition, it is a switch.

Hometown Holidays fills Courthouse Square in Warren on a Saturday in December with a parade, carriage rides, ice sculptures and the lighting of the Christmas tree at the gazebo. December 2024 was its fourth year.

Warren dates to 1798, when Ephraim Quinby bought 441 acres of the Western Reserve and named the town for the surveyor Moses Warren. It became the seat of the Western Reserve and then of Trumbull County in 1801. A fire in June 1846 destroyed several buildings on one side of the town square, and residents soon replaced them with new stores.

The Harriet Taylor Upton House at 380 Mahoning Avenue Northwest, built about 1840, is a National Historic Landmark. It stands on the stretch of Mahoning Avenue known locally as Millionaire's Row, and the Mahoning Avenue Historic District runs from 241 to 391 Mahoning Avenue Northwest. The Warren Commercial Historic District, listed in 1983, lies around Mahoning, Monroe, Franklin and Pine streets.

By 1888 four railroads connected Warren to the rest of Ohio. It was the first town in the country with electric street lighting, supplied by Packard Electric, which the Packard brothers founded here in the 1890s. The James Ward Packard House at 319 Oak Knoll Avenue Northeast is on the National Register, and steel became a major county industry because of coal and iron ore in the surrounding counties.
