    The First Town in America to Light Its Streets

    Warren has a claim no other town on this list can make. It was the first town in the United States to have electric street illumination, provided by Packard Electric, which James Ward Packard and William Doud Packard founded here in the 1890s alongside the Packard Motor Car Company. The place that first put electric light on an American street is a fair place to hold a December display to a standard.

    The monthly snowfall split here is the single most useful scheduling fact in the region. At the Warren station, the 1991 to 2020 normals record 0.8 inches of snow in November, 6.5 inches in December and 9.6 inches in January, against 27.9 inches for the whole season. November is nearly dry. December is eight times snowier than November. That is not a gradual transition, it is a switch, and it means the difference between a comfortable install and a difficult one is usually a matter of two or three weeks in the booking calendar rather than anything about the property.

    The cold end of the season is genuinely cold. January runs a mean of 25.8 degrees with an average low of 16.8, and December averages a low of 23.2. At those temperatures plastic clips turn brittle and adhesive backed fixings stop bonding properly. Bare hands stop being useful on a roof edge within a few minutes. None of that is a reason to avoid a January service call, but all of it is a reason to have the display already up before the low temperatures set in, rather than fighting them.

    Downtown Warren gives a display something to work with. Many examples of late nineteenth and early twentieth century architecture still stand around Courthouse Square, including the Trumbull County Courthouse, which holds one of the largest courtrooms in Ohio and on which construction began on Thanksgiving Day, 1895, and the Trumbull County Carnegie Law Library. Buildings of that era carry heavy cornices, deep window heads and pronounced string courses. Those horizontal elements are the natural lines for a display to follow, and following them makes a building look lit rather than decorated.

    The city was founded in 1798 by Ephraim Quinby on 441 acres bought from the Connecticut Land Company and named for the town's surveyor, Moses Warren. It served as the county seat of the Western Reserve and then of Trumbull County from 1801, and it grew as a manufacturing center through the twentieth century. Population was 39,201 at the 2020 census across 16.12 square miles. Residential stock spans that whole run of history, so a single neighborhood can hold a Victorian frontage with elaborate trim, a 1920s foursquare with a simple hipped roof and a postwar ranch with a long low eave line.

    Those three roof types are not interchangeable. A long low eave on a ranch reads as one clean horizontal and looks best stated once, with nothing competing. A hipped roof presents four converging planes and needs the ridge treated as the primary line. An elaborate Victorian frontage offers so many edges that restraint is the only way to keep the shape legible. Warren sits at about 886 feet, low ground by local standards, which means it also gets more of the rain version of a borderline December storm than the higher towns to the south do.
